Am I Obligated?

If your business places packaged goods or packaging material onto the Irish market, it may be classed as an obligated packaging producer if it:

  • Supplies 10 tonnes or more of packaged goods or packaging materials annually; and
  • Has an annual turnover exceeding €1 million

If you are over this threshold you are obligated to fund recycling under Irish Packaging Regulations.

Obligated Businesses

An Obligated Business must register and report to the Repak compliance scheme or register and report to the Local Authority. Companies must submit 6 monthly data returns on their packaging activities to Repak or quarterly reports to the Local Authority and obligation fees are charged by each party. Obligation fees are based on:

  • Quantity and type of material reported
  • Activities carried out (manufacturing, Retailer etc.)
  • Government Recycling targets

Managing your data, therefore, is important to ensure that what you report is correct and accurate so that you don't pay more than you should. Compiling this information is different for every company and for some, this can be cumbersome and time-consuming.
