Key obligations:
- Obligated businesses must submit reports on the amount of packaging put on the market
- Obligated businesses can join a compliance scheme or self-comply by applying a “deposit” to the customer’s invoice which is refunded when the packaging is returned
- There are no thresholds - all companies are obligated
